I suppose you could also blow up the resulting image 6x then run it through that tileset generator.
I drew a E and D block-only sketch of the map, took a screenshot, cut out only the actual blocks in Photoshop, reduced 24x (each block is 24x24px, so each block turns into 1x1 px), ran it through HQ4X, and did my best to follow the resulting image.

so you draw map tiles small, then use hq4x to blow it up large, but how you convert to N data?

or is that not what you did. can you explain abit more?
