I don't think drawing on graph paper then scanning it will work very well. Your paper would have to be scanned in perfectly 100% straight or there'll be some imperfections. You would also have to crop it to the exactly right area, which can be tricky with the borders. It'd be much easier to just do the image in an image editing program.
