Hmmm....
for tilesets, you could search the old forums (don't have a link) for map making programs. Start there, delete the objects, move around the tiles, and get a feel for what you like. Make a couple maps with edited and generated tiles. Then as you learn what tiles you like, then start making maps from scratch. If you copy tiles directly from the generator, make sure you credit the tool and the creator of that tool.

Every object is seperated by exclamation points, so delete the object that contains the NaN. To avoid this happening, don't press enter when saving your map data; it treats a space as a character that it doesn't recognize.
Then do ctrl + f and search for NaN.
Then delete all the stuff from inbetween the ! before it to the next !. Make sure that only 1 ! remains. Then reload it into Ned.

Another way to create good tilesets is to mess around with tiles in a certain spot until you create a shape you like. Use that shape as the basis for the rest of the tiles (not necessarily the same shape every time, but the same style). Here's an example [nmaps.net]; all the tiles were based off the middle shape.

as for the tileset, i have 2 tips: use a pre-made tileset from someone (a tileset-maker, remember to give credit). To make a nice tileset, scatter some E (full tiles) around, and join those up smoothly with 1, 2, 3, 6, 7 or 8 tiles.

when constructing an action map, i personally begin with the tileset. i start with an overall theme (can be an aspect of nature, architecture, anything really) and work from there.
if you continue mapping you might find yourself just thinking up different gameplay mechanics to execute or ideas for maps. this process of invisioning something and constructing it makes mapping much more fluent and fulfilling
