First is the amount of objects in the map. Usually, the more you put in, the less likely it would be played. most of the "eperienced" mapmakers ignore the spammed object maps. Overall, place gold in minimum, all you need is a few gold in the corner for them to feel "attracted" to it and 30+ gold in that corner makes the map that much longer to load. Only place mines down if they can be killed by it on accident... or while their playing... too many mines is a bad thing as well. More than one rocket, gauss, etc in the same spot gets the older people annoyed, yet they are the only ones that use it and get away with it.
There are exceptions to that rule though. ill say it later.
Generally, you want to make the map look good in the thumbnail (the small pic you see on the hot maps page). if it doesnt look fun there, then they wont play. recently, i figured this out on my own, and created maps that look interesting in the thumbnail, such as my "mine circles" maps. But the thing is, it cant be a great cover, but the worst book in history (which is probably a history book XD). The map still has to play well, and look good. its a tough one, but to do this, spend more time on making maps.
Generally, i also noticed recently that not only are the map makers look for a cool looking and playing map, they look for a good title. come up with an ingenious title to your new, good map. Then come up witha funny description, or something else creative to spice it up.
