Not enough reviewers?
As of now there are not, yes, because I removed the status from some of the older, less active reviewers.
But I don't think it helps to have more than 20 reviewers. Reviewers are expected to make 1 - 2 reviews per month. If there are too many reviewers vying for a day to review then many of them become bored or disinterested from having to wait days on end; some even forgetting what day they are supposed to review because they've had to wait so long.
I've been a reviewer since the system was implemented, so I believe I know what I'm talking about here. I thank you for your input and your suggestion. I just don't see your system as any better than the current one.

About becoming a Reviewer
We have a blind selection system where I send the reviews received to 3 people and then we choose from a batch of applicants. We only take on new volunteers when our old volunteers are inadequate. This system prevents people from constantly sending me PMs trying to become a Reviewer. It also means that those who are selected are done so based on the quality of their reviews, not based on who they are.
If I allowed reviews to be sent in whenever it fancied somebody I'd have to make the decisions myself and they would probably be biased.

Responses.
1. Applications for becoming a Reviewer are closed, but I will post an announcement on both NUMA and the forums next time that they are open (which will probably be within 4 or 5 months if the previous trends are repeated).
2. Antisniping doesn't solve the issue of sniping and in fact provokes people to snipe more. If anything, ratings are arbitrary and therefore whether someone has sniped or anti-sniped your map doesn't actually give an indication of how well made the map is. Ignoring snipers is what is most important, because they will go away if they can't provoke a response out of you or someone else. More information about sniping can be found in this FAQ:
