It's definitely a race.

However, there's a lot of room for improvement. It could certainly be longer, as there's a lot of empty space left. The laser effect is cool, but it doesn't challenge the player at all. I usually use lasers as timers in my races. For example:

If you aren't going fast enough, by the end of the level, the laser will be too far along it's passage for you to scoot past it, thus forcing you to wait for the laser to recharge.

As for your map, it just needs more stuff. drones floorguards, etc. Keep at it and play other people's races and you'll get better at making them yourself.
